Luton has set out a sweeping vision to reshape its economy over the next decade, unveiling a new Economic Growth Strategy at a summit held at London Luton Airport.
The plan aims to push the town into a stronger regional position by attracting investment, expanding key industries and increasing opportunities for residents.
The strategy covers 2025 to 2032 and marks the latest step in the wider Luton 2040 ambition to build a fairer and more sustainable town. It highlights major projects already under way, including the £1.7bn town centre regeneration and Luton Town Football Club’s stadium redevelopment of Power Court, while placing heavy emphasis on creating new jobs, improving skills and preparing the town for long term growth.
The council is targeting £500m of annual economic growth by 2032, with hopes of creating 23,000 new jobs across high value sectors. The plan also aims to deliver new employment space, increase the supply of homes and add 2,000 green jobs. Leaders want to see 7,500 young people upskilled to help fill roles across the growing economy.
A central part of the strategy is the continued expansion of London Luton Airport, which is expected to create 11,000 new jobs and add £1.5bn to the local economy. The council says Luton’s location and its status as one of the UK’s youngest and most diverse towns give it significant long term potential.
Councillor Hazel Simmons MBE, Leader of Luton Council, said: “Luton is entering an exciting new chapter, with major investments already taking place and the foundations in place for long term growth. What sets our town apart is the scale of the opportunity such as expansion of our airport and the resilience and ambition of our people — our young workforce, our entrepreneurs and our partners who share a commitment to Luton’s future. This strategy builds on those strengths to create meaningful opportunities for our residents and businesses. By continuing to work together, we can deliver a stronger, more confident future for Luton.”
Councillor James Taylor, Portfolio Holder for Regeneration and Inclusive Growth, said: “This strategy is about more than just growth; it’s about shaping the kind of town we want Luton to be. What’s exciting is that many of the projects that will transform our economy are already in motion and this plan brings them together with a clear vision for the future. By targeting high value sectors, investing in skills and ensuring growth is genuinely inclusive, we are turning opportunities into real, lasting benefits for our communities.”
Yvonne Moynihan, Managing Director of Wizz Air UK, said: “Wizz Air is proud to be part of the fabric of Luton – our home and heart of our UK operation. As the largest operator at London Luton Airport, we have grown alongside this town, and we remain deeply committed to its future. Aviation is an engine of economies, connecting people, creating jobs and opening doors to opportunity. We fully support Luton’s hold strategy for growth, which lays the foundations for a future full of promise for residents, businesses and the wider region. Together we will shape Luton as a strategic gateway.”
